This short discussion paper was prepared for the Action Forum held by QAI in 2001 and includes discussion questions from an an individual and collective point of view. Kevin Cocks proposes a paradigm shift in the ways that legislation/policy programs and service provision occur for people with disabilities. He offers reasons to support his proposal.
