The author begins by describing the lives of two boys with disabilities in India, one from a poor family with a negative experience of his disability and one from a rich family with a positive one. Two more examples, however, indicate that it isn't necessarily wealth that makes the difference but rather the attitudes of the family. The author stresses that in a country with 24 million people with disabilities, disability is primarily a development issue because of the link with poverty.
