This author writes: "It is my firm belief that agencies that don't come to terms with a definition for appropriate sexual behaviour, and then determine parameters that guide all staff, are guilty of creating an environment that welcomes abuse...Agencies that determine all sexual behaviour as wrong create an environment in which people with disabilities have no means of distinguishing a consenting relationship from rape.." He then goes on to give an example of a clear and realistic policy that confronted issues, treated people with respect (including staff) and defined individuals' responsibilities including those with disabilities. He believes that other agencies can learn from this example in the development of their own policy. Keyword: Professionals
