The author Judith Cross, a Health and Welfare Consultant in South Australia, was commissioned to prepare this report in response to concerns expressed about the future of advocacy for people with disabilities in South Australia. The report presents an overview of advocacy and considers two different thoughts about advocacy - either as a service or as a social movement. It identifies major implications for advocacy and recommends directions for advocacy groups.
