The first chapter of this book - 'Conceptual Issues in Quality Assurance' - lays the foundations for quality assurance in human services. The book provides a framework for understanding quality assurance within the context of a decentralised, integrated human service system. It offers concrete examples of positive and comprehensive approaches to program monitoring, and highlights the importance of quality assurance as a vehicle for communicating important values and programmatic concepts.
