The author gives an overview of research from the Centre for Human Policy, Syracuse University regarding what they have discovered about human service systems, policy development and governmental programs for people with disabilities. Steer links this research into what is happening at a bureaucratic level in Australia. The research discusses the limitations of service systems (that they cannot and should not be constructed to provide everything, because when this happens they become 'disabling systems'), the importance of strengthening or creating community and informal support networks, the importance of creativity and having clear principles that aid the movement beyond where we are today.
