Promises & Illusions: A Review of the Reality of Support for Children with Disabilities and their Families (Part 1)

This article draws particularly on the Victorian experience, giving as an example Ben, a child with disabilities who has high support needs. It highlights the isolation and exclusion experienced by families whose services have been cut back or withdrawn because of funding limits that have not acknowledged the increase in the number of children of varying support needs accessing disability services. Despite state and federal legislation which enshrines the rights of children and adults with disabilities, it is clear that there are children and adults, particularly those who have high support needs, who are missing out on vital services.
