This article provides a good overview of the situation in which people with disabilities from non English speaking backgrounds (NESB) have a great need for Disability Services provided by the Home and Community Care (HACC) organisation. In spite of a HACC policy of making their services accessible to all "special needs groups", in actual fact people from NESB and Aboriginal people with disabilities have a lower rate of utilisation than the general population.
