This article looks more closely at the principles (see Part 1, File No. 10649) underlying the process of change to a community that includes people with disabilities in all aspects of community life. It also gives strategies to achieve these goals and honour the principles that underlie them. A consistent theme throughout the strategies is that choice, decision-making, and financial resources should be in the hands of people with disabilities.
