This Report should be read in conjunction with File No. 3050. This discussion paper was commissioned by Neal Blewett as part of the Federal Government's disability reform agenda and was finally carried out under Brian Howe as Minister for Community Services and Health. The paper addresses issues such as the determination of appropriate wages for workers labelled as 'severely disabled', unionisation of workers with disabilities, equal employment opportunity and affirmative action and the adequacy of legal protection for employment and working conditions.
