ACROD NSW published this paper in 1992 to raise issues about the Consumer Focused Funding Approach (CFFA), touted as empowering individuals. ACROD states that empowerment of individuals is a principle in itself and does not necessarily equate with the CFFA. The paper stresses that CFFA is not brokerage. It also discusses other existing or possible problems for service users such as consumer choice, advocacy and adequacy of financing.
