Shoultz argues that a major role of residential agencies should be to commit themselves to the people they support (and that also means staff making a personal commitment to a person). This 'person-centredness' then allows the agency to truly support a person - finding out a person's dreams and helping them that person to realise them. The person's needs, hopes and wishes are what are supported by the staff, not the needs and requirements of the residential agency.
