Consumer and Surrogate Preferences for a Cash Option versus Traditional Services: Florida Adults with Developmental Disabilities

This paper outlines research undertaken to assess the interest in a cash option for adults with developmental disabilities and their families in Florida as a way of promoting consumer choice, allowing them to directly purchase needed personal assistance services (as well as savings on program administration). Counselling services are an integral part of the demonstration programme assessed. The results of a telephone survey of consumers and/or their surrogates are presented, together with policy issues arising from the survey. Keyword: Individualisation
