Community services for adults with disabilities: Policy changes in the emerging support paradigm

The authors acknowledge that there are problems with existing program models for people with disabilities and propose they be replaced with models based on flexible, individualised support. A support model aims to support individuals in chosen community settings. It also makes greater use of informal supports while tailoring the level of funding required to the individual - thus allowing for a more equitable distribution of funding.
