The aim of this paper is to promote discussion and focus debate about the role and relevance of community management in the non government welfare sector. It argues that it is difficult to get truly community representation on Management Committees, that consumer participation is often avoided because of criticism of the person involved, and that Community Management is now counter productive when it comes to achieving social change. The paper looks at possible alternatives, all of which recognise the need for appropriate skills and knowledge and the need for creating an environment which strengthens the non government welfare sector.
